Build the foundation before scaling the vision

The first stage would focus on governance, pilot projects, operating policies, and a small number of research relationships. Later stages could expand laboratory capacity, add shared infrastructure, formalize collaboration programs, and develop a broader network.

A possible sequence

That means building systems that can handle uncertainty without disguising it, support ambition without exaggerating outcomes, and create room for discoveries that require time. The ecosystem is intended to grow through pilots, feedback, and responsible iteration.

Every project should remain grounded in its field’s standards, appropriate safety practices, ethical review, and a clear distinction between what is known, what is being tested, and what remains speculative.
